Los Angeles Taxed Housing to Increase Supply and Got the Opposite Result

Los Angeles had a housing shortage. So naturally, it decided to tax housing.

The city placed a new tax on property transfers above a certain value, with the stated goal of funding affordable housing construction. The logic seemed straightforward at the time. Tax high end sales, collect revenue, build more units for people who need them.

The results tell a different story.

Instead of generating a steady stream of funding for new construction, the tax appears to have chilled the very transactions it was meant to leverage. Property sales slowed. Owners held onto buildings rather than listing them. Developers paused projects. The expected revenue fell short of projections, and the housing supply did not grow the way supporters promised.

This is not a unique phenomenon. When you increase the cost of selling something, fewer people sell it. When fewer people sell, fewer people buy. When fewer people buy, less housing changes hands. And when less housing changes hands, the market tightens further for everyone still looking.

The tax was sold as a way to make housing more affordable. In practice, it made the market more expensive to navigate and less fluid overall. Builders faced higher costs. Sellers faced bigger bills. Renters faced a market with even fewer options.

Los Angeles now finds itself in a familiar position. It wanted more housing and ended up with less of it moving through the system. The policy did not create the crisis, but it certainly did not solve it. Sometimes the simplest lesson is the hardest to accept. If you want more of something, do not tax it.
